General Visa Application Policies
|
|
- Indian nationals, regardless of length of stay in the Philippines, require a visa to enter the Philippines.
- Citizens from some countries would not need a visa to enter the Philippines for a stay not exceeding 21 days provided that the passport has a validity of more than 6 months beyond the contemplated stay in the Philippines and has a ticket showing the confirmed flight of departure from the Philippines. Please visit www.gov.ph/faqs/visa.asp for the list of those countries which don't need a temporary visitor's visa for a stay of no more than 21 days.
- There is no legal right to a Philippine visa.
- Indian nationals may apply for a temporary visitor’s visa for pleasure (single entry or multiple entry for 6 months) or for business (single entry, multiple entry for 6 months or multiple entry for 1 year).

All visa applications are subject to evaluation and approval by the Philippine consular officer.
- Submission of the basic and additional requirements requested by the consular officer is not an assurance that a visa will be granted.
- A Philippine visa does not guarantee entry into the Philippines. It is just an endorsement made on a travel document by a consular officer at a Philippine Embassy or Consulate denoting that the visa application has been properly examined and that the bearer may be permitted to proceed to the Philippines. However, the final decision to admit a foreign national into the Philippines is a function of the immigration authorities at the port of entry.
- Telephone inquiries on the status of a visa application will not be entertained by the consular office. Information on any visa application and its status are held in strict confidence. The information on the status and/or result of a visa application will be given only to the applicant or the authorized representative on the day indicated on the claim stub given when we received your visa application.

How to apply?
|
|
In Person: You may apply for a temporary visitor's visa for pleasure or business through the Consular Section, Philippine Embassy, 50-N Nyaya Marg, Chanakyapuri, New Delhi, in front of the National Railway Museum or through any of the Philippine Consulates in Mumbai, Chennai and Kolkata. Please go to Contact Details for information on how to contact the Philippine Consulates in those cities.
Through a Travel Agency: You may seek the services of any reputable travel agency to forward the application to the Philippine Embassy, New Delhi. Even if you will submit the application form through a travel agent, it is still expected that you, the visa applicant, fill out the visa application form yourself to avoid any discrepancy between the data on the application form and other related supporting documents and/or the omission of information which may result in the disapproval of the visa application.

Note: Visa applications submitted by mail or by courier are not accepted.
Upon submission of completed visa application requirements, the applicant or the applicant's representative will receive a claim stub which contains a transaction number and the date when the passport can be collected.
Application in Other Countries: Apart from country of origin, Indian nationals may also apply for temporary visitor's visa for business and/or pleasure at the place of legal residence and through Philippine Embassies and Consulates in countries that require entry visas to Indian nationals. Visa Application Requirements

Please go to Visa Application Requirements to get this information. Please note that the consular officer may ask for additional documents to support your application apart from those indicated in the Visa Application Requirements.
IMPORTANT: Please make sure that your passport has enough pages for us to put the visa sticker on and is still valid for at least six (6) months beyond your contemplated stay in the Philippines. If your passport will be expiring in three months, for instance, yet your visit to the Philippines is only for one week, it is suggested that you still get your passport renewed or its validity extended through the Indian Passport Office nearest you. Subject to the approval of the visa officer, your application may still be accepted for processing. However, even if you will be granted a visa, the Philippine Immigration Officers at ports of entry may or may not allow your entry into the Philippines with your passport having less than 6 month validity. They may, however, exercise their discretion to admit holders of passports valid for at least sixty (60) days beyond the intended period of stay.
Additional Requirements for Business Visas applied through the Philippine Consulates. Apart from the basic requirements for a business visa, one or more of the following documents are to be submitted in original to the Philippine Consulate in Mumbai, Kolkata or Chennai:
- Letter of invitation from a Securities and Exchange Commission (SEC) registered business entity in the Philippines along with a copy of their SEC registration certificate.
- Letter of introduction of an Indian government- recognized Export Promotion Council, Product Board, or Export Development Authority
- Letter of Introduction from the Indian Embassy in the Philippines.
- Letter of introduction by a recognized Chamber of Commerce in India, as per list provided by the Philippine Department of Foreign Affairs to the Philippine Honorary Consulates General.
Additional requirements may be requested by the Philippine Honorary Consulates General to establish the identity and admissibility of the visa applicant. Schedule of submission of visa application and other consular services
|
|
Applicants submitting in Person: The Consular Section of the Embassy of the Philippines New Delhi accepts visa applications and requests for other consular services at 9:00 AM to 10:30 AM Monday to Fridays, except during Philippine/Indian holidays and other special days when the consular section would have to be closed.
Travel Agencies: Travel agents may only submit from 9:00 to 9:30 in the morning.

|
Regular Processing: Barring unforeseen circumstances or the need for additional requirements, you can collect your passport on the third working day from the date of submission from 10:30 to 11:30 AM Monday to Fridays. Saturday, Sunday and Philippine/Indian holidays except during Philippine/Indian holidays and other special days when the consular section will be closed will not be counted as processing days. For example, when an application is submitted on a Thursday, the applicant or his authorized representative may return on Monday morning to collect the passport. Your claim stub should also indicate the date and time of collection of your passport.
Fast Tracked Processing: Approved visas may be released on the same day it was applied (same day release) or on the second working day (following day release). Same-day release is from 4:30 to 5:30 pm. Following day release is from 10:30 to 11:30 of the next working day.
The request for an early release of your passport must be communicated to the Consular Personnel upon submission of the visa application form. Otherwise, the request for early release may not be accommodated.

Note: If you applied for a Philippine visa through a travel agency and you feel that your visa application is taking so long to process, you need to find out initially from your travel agent the cause of the delay. It could be that your travel agent has yet to submit your application to us. Or, your travel agent may have already collected your passport from us but has yet to forward it to you. Or, your travel agent has yet to come to the Philippine Embassy to pick up your passport.

Pending Visa Application
|
|
| The Philippine Embassy adheres as strictly as possible on the appointed length of time to process a visa application. However, delays in processing occur usually caused by the incomplete submission of basic requirements or additional supporting documents. The visa application and the passport may then be held pending with the Philippine Embassy until the additional requirements requested by the consular officer have been submitted. You may even be requested to come for an interview.
In such instances, you shall be contacted right away by a Consular Section personnel to inform you of the need for the submission of additional documents or a personal interview. It is therefore strongly advised that you provide your contact information in your application form.
Additional documents requested by the consular officer have to be submitted within five working days from receiving the advice to submit the additional documents. The processing time will then restart from the day all requirements have been received by the Philippine Embassy. It is therefore advisable to submit visa applications with ample time before the expected departure for the Philippines. If the Philippine Embassy does not receive the requested additional document/s within the five working day pending period, the passport shall be returned to the applicant or authorized travel representative.

Note: Visa processing fee is non-refundable, even if the visa is not granted.
If a visa is granted, the visa-processing fee shall be applied to the corresponding visa fee processed within the normal processing time. All additional fees (for multiple-entry and for early release) shall also be paid in the form of a demand draft payable to the Embassy of the Philippines upon collection of the passport.

Form of Payment
|
|
Only demand drafts drawn from a bank in New Delhi are accepted. They should be made payable to the Embassy of the Philippines. Do not submit folded demand drafts.
Cash payments are not accepted.
An official receipt will be given to the visa applicant for all fees paid. All transactions are done at the counter of the Consular Building within specified hours. The Philippine Embassy, New Delhi will not be liable for transactions by the applicants with any unauthorized person.

Validity of a Temporary Visitor's Visa
|
|
The validity of a single- entry temporary visitor's visa for both pleasure and business is three months. This means that you should use your visa to enter the Philippines with three months from the date of issuance. Otherwise, you have to apply for a fresh visa.
The validity of a multiple-entry visa temporary visitor's visa for pleasure is six months. This means, that you can use the visa to enter the Philippines many times within six months and stay within the authorized length of stay as indicated in your visa for each visit. Please note that issuance of a multiple-entry visa temporary visitor's visa for pleasure with a validity of more than six months requires the approval from the Philippine Department of Foreign Affairs.
The validity of a multiple-entry visa temporary visitor's visa for business is six months OR one-year. This means, that you can use the visa to enter the Philippines many times within six months OR one year from the date of the visa's issuance and stay within the authorized length of stay as indicated in your visa for each visit.

Length of stay in the Philippines
|
|
The authorized stay in the Philippines with a temporary visitor's visa would depend on the evaluation of the visa officer. For each visit, however, the authorized stay will not go beyond 59 days. If you wish to stay longer than the maximum allowable period, you can request for an extension through the Visa Extension Section, Philippine Bureau of Immigration, Manila. |

Denial of Visa Application |
|
When you get your passport back with no visa and received a slip indicating “Your credentials have not established you as a qualified applicant for the visa category you have applied for.”, this means that your application for a temporary visitor’s visa has been declined. The reason/s may be any of the following:

You did not submit completely the required basic and additional requirements.

Even if you submitted all the required basic and additional requirements, the following were not proven:
- Strong economic or family ties to the home country
- Sufficient financial means to support yourself while staying in the Philippines
- Clear intention of honoring the status of the temporary visitor's visa
- You should not be applying for a temporary visitor's visa but a visa of another category such as a student visa, a pre-arranged employment visa or a Special Non-immigrant Visa. It is important to know that the following purposes do not fall under the temporary visitor category: to study at a university, seminary, academy, college or school, approved for such foreign students by the Philippine Bureau of Immigration and Deportation; to assume employment or practice a vocation or profession in the Philippines or; to join a family member residing in the Philippines In these cases, the school/ potential employer/ family member should apply for an appropriate visa through the Philippine Bureau of Immigration and Deportation in the Philippines.
- Suspicion of misrepresentation
- Fraudulent supporting documents were submitted.
- There was a discrepancy between the data on the application form and other related supporting documents.
- Pending documents requested were not submitted within the 5 day waiting period.

Police clearances (for applicants for 9F, 9G and 47 A-2 Visas)
|
|
The police clearance to be submitted is a Regional Passport Police Clearance from the Regional Passport Police Office in the area nearest you and not just from the local police superintendent of your locality. Once you have obtained the Regional Passport Police Clearance, you need to have it attested by the Ministry of External Affairs, Patiala House, New Delhi prior to the attestation by the Philippine Embassy, New Delhi or by the relevant officials of the State Government in your province prior to the attestation by the corresponding Philippine Consulate. Guidelines for Visa Applicants for flight training in the Philippines |

To get more information about the school and the courses that it offers, the interested party should contact the flight school directly or its representative in India. The Philippine Embassy does not have information on a school's reputation nor can it endorse any one of them.

Be sure that the flight school in the Philippines has a valid Air Agency Certificate issued by the Air Transportation Office of the Philippines. This confirms that the flight school adheres to aviation safety rules and regulations patterned after the standards and recommended practices of the International Civil Aviation Organization (ICAO). You have to contact the Air Safety Division of the Air Transportation Office at 63-2-8799 229 for verification.

The flight school should be accredited by the Bureau of Immigration to accept foreign students. You may contact the Consular Section of the Philippine Embassy, New Delhi to know if a particular school has this accreditation. Please note that even if a flight school has the Air Agency Certificate, no visa will be given to its prospective foreign student if it does not have the Bureau of Immigration accreditation.

Aside from the basic requirements, the prospective flight training student should submit the proof of initial payment to the school (a copy of the bank transfer made). The flight training school should also send directly to the Philippine Embassy or Consulate a certification or letter of acceptance to its course and a confirmation that they have received the initial payment indicating details of remittance (i.e. amount received, name of sender, name of sending bank, name of recipient, name of receiving bank, reference number, etc.).

A temporary visitor's visa is given to visa applicants for flight training in the Philippines. Once in the Philippines, the flight training school should then apply for a Special Study Permit for the student through the Philippine Bureau of Immigration.

Flight students who have returned to India and will travel back to the Philippines to finish the flight training course should submit a copy of their valid Special Study Permit to obtain a fresh Philippine visa together with a letter from the school currently enrolled confirming your intentions of returning to the Philippines.

Flight students who have completed a course in the Philippines and is traveling back to the Philippines to enroll in a new course in the same flight school or in another flight school should again comply with the required submission of proof of initial payment and letter of acceptance.
